It was reported today in The Daily Republic that South Dakota is one of only four states without a felony charge for animal cruelty. A recent alleged case of cruelty to a dog has inspired a Mitchell woman to undertake an informal petition drive to change that.
Do we need a felony charge for animal cruelty?
Yes, without question.
This is definitely something the legislature should take a look at.
